The PUD offers an Income-Qualified Discount Program, which offers rate discounts to qualified customers, as well as a Budget Payment Plan to help stabilize bills throughout the year.
Help with utility bills is also available through external agencies. A list is below for your convenience. Please contact these resources directly, as they are not part of the PUD.
Free weatherization programs for owners & renters
Make your home more comfortable, energy efficient, and affordable to heat and cool.
Income qualified households may qualify for free weatherization improvements designed to reduce energy use, lower utility costs, and improve indoor comfort and safety. Renters may also qualify with landlord approval.
Improvements may include:
Heating & Hot Water Systems
- Heating system inspections and safety checks
- Furnace repair or replacement, when eligible
- Water heater insulation wraps
- Pipe insulation wraps
Home Energy Efficiency
- Attic, wall, floor, duct, and pipe insulation
- Air sealing to reduce drafts
- Caulking and weather-stripping around doors and windows
- Repairs that help reduce energy loss
Health & Safety Improvements
- Ventilation improvements for kitchens, bathrooms, and living spaces
- Smoke alarm installation and inspection
- Carbon monoxide detector installation and inspection
- Indoor air quality improvements
- Energy-saving and healthy home education

Who Can Apply?
For Snohomish County: Income-qualified homeowners and renters may be eligible. Rental property improvements require landlord approval.

Federal Low-Income Home Energy Assistance Program (LIHEAP)
Help with heating bills is available through this program, whether residents heat with electricity, natural gas, propane, oil or wood. Eligibility requirements apply. Grants range from $250 to $1,250.

Community Energy Fund
Community Energy Fund offers grants and has income guidelines similar to the PUD income-qualified discount program. It is administered by St. Vincent de Paul and funded by voluntary contributions from PUD customers. To see if you qualify, call St. Vincent de Paul at 425-374-1243.
