Utility Box Wrap Program

Snohomish County PUD recognizes the visual impact that our equipment can occasionally have in highly visible public spaces. As part of our commitment to be an active partner in the communities we serve, we allow for approved decorative vinyl wraps to be applied to specific PUD equipment.

Who Can Apply

This program is available only to businesses and government organizations—not private individuals.

Why Wrap Utility Boxes?

  • Enhance streetscapes: Turn plain, industrial equipment into attractive features that complement the neighborhood.
  • Discourage graffiti: Decorative wraps can reduce tagging by making surfaces less appealing to vandals.
  • Showcase community identity: Highlight local art, culture and indentity.
  • Create consistency: Align site aesthetics across commercial or civic campuses.

Important: This is a customer-funded enhancement. PUD does not assume ownership or costs for installation or maintenance.

Key Program Requirements

  • The applicant is responsible for all costs associated with the design and application of the decorative vinyl wrap material to PUD equipment and for obtaining any permits needed to perform the installation.
  • Decorative vinyl wraps are allowed on PUD pad mounted equipment only.
  • Vendors must be approved by the PUD to apply decorative vinyl wraps on PUD equipment.
  • Artwork must be reviewed and approved by the PUD prior to printing. If other entities (cities, HOAs, local art boards, etc.) require approval, the requesting party must obtain those approvals first before submitting artwork to the PUD for review. The PUD is the final approver.
  • The PUD reserves the right to reject any proposed artwork that “camouflages” the equipment in a manner that makes it difficult for utility field personnel to locate.

FAQs

Who is eligible to apply?

Businesses and government entities. This program is not available to private individuals.

What equipment can be wrapped?

Only PUD pad mounted equipment (switch cabinets, transformers, junction boxes, capacitor banks).

Who pays for the wrap – is it expensive?

The applicant is reponsible for all costs: submissions, approvals, production, installation, maintenance (including graffiti removal if necessary), and future replacement/removal.

Utility box wraps often cost several thousand dollars depending on the size of the equipment and complexity of the wrap.

Who can install the wrap?

An approved vendor with proof of 3M certification who has completed the PUD safety course. PUD approved vendors are:

When can installation occur?

The PUD recommends installation during May–October to minimize weather concerns. Please plan for Monday–Friday, 7am–3:30pm, (no holidays) and the PUD must be provided a minimum of 10 business days’ notice to coordinate PUD safety/ID decals.

Can we change the artwork later?

Yes, but each new artwork application requires a new submission and approval by the PUD and costs will be borne by the applicant.

What happens if the equipment must be serviced or replaced?

For safety, reliability, emergencies, equipment failure, or system upgrades, the PUD may remove, relocate, or replace equipment without prior notice. The PUD is not responsible for any damage to the artwork/materials in such cases.
