Crosswind
Transmission Line

Aerial image of Arlington Microgrid site and empty lot that will house Crosswinds substationSnohomish PUD is constructing a new 115kV transmission line to connect the new Crosswind substation to our electrical system and other substations on the grid.

Together, this infrastructure will help support both existing and future system loads and allow for the construction of our new battery storage project located at our Clean Energy Campus at 17601 59th Ave. NE, Arlington.

When completed, the battery storage project will help us manage peak energy usage and keep energy costs affordable for our customers.

Why was this route chosen for the new transmission line?

Multiple routes were explored when considering where to place the new transmission line. PUD selected this route in close consultation with our partners at the City of Arlington, the Arlington Municipal Airport, and local tribal governments. This route was preferred by our partners.

A distribution line is currently located on this new route. The new pole line will consolidate the transmission and distribution poles, as well as shift the alignment further off the road to allow for future widening projects.

What will the impacts of this project be on local businesses and residents?

During construction, brief temporary traffic impacts will occur. These will be noted on road signage, and impacted businesses will be contacted directly by the PUD.

Temporary closures of the Airport Trail may also occur. All attempts will be made to reroute the trail to avoid closures when possible.

Any impacts to the Airport Trail will be restored to at least the pre-existing condition at the conclusion of construction.

Why are trees coming down on 59th, 188th, and 63rd?

Trees are being removed to prepare the site for construction of the new line. Tree removal is necessary for the short and long-term safety of workers constructing and maintaining these poles. Tree removal may have also been necessary to accommodate future planned road widening in the area.

How will the PUD mitigate for the loss of these trees?

The City of Arlington requires mitigation for the removal of trees designated as significant. PUD has worked closely with the City to develop a comprehensive mitigation plan which includes both replanting of smaller ornamental trees and payment in lieu of replanting. The City will be able to use the funds provided by the PUD to plant trees at other locations that serve the community without creating potential safety hazards for the airport or PUD workers.

PUD has a history of supporting tree planting to provide shade that reduces summer energy usage in our communities. Recently, PUD’s Tree Power Program provided grant funding to the City of Arlington for trees planted along Centennial Trail between East 3rd and 4th Street.

When will this project be completed?

Tree removals will start late spring 2025. Construction of the transmission line will occur summer-fall 2025. The related battery storage project is scheduled to be completed the first half of 2026.
