ADA Complaint Process

The following complaint process may be used to file a complaint alleging discrimination, on the basis of disability, in the provision of accessibility to a PUD program, service, or activity.

Complaint Process

  • Submit a complaint using the online ADA Submission Form.
  • The complaint should be filed as soon as possible, but no later than 60 calendar days after the alleged violation.
  • The complaint should be submitted by the grievant and/or their representative.
  • An alternative means of a filing a complaint – such as a personal interview or a tape recording – will be made available upon request by the grievant or designee.
  • Within 15 calendar days after receiving the complaint, the ADA Coordinator and/or their representative may meet (in-person or remotely) with the grievant to discuss the complaint and possible resolution.
  • Within 15 calendar days of the meeting, the ADA Coordinator will respond to the complaint in writing or by other appropriate accessible format.
  • If the ADA Coordinator response does not resolve the complaint to the satisfaction of the grievant, the grievant may, within 15 calendar days of issuance of the response, appeal the decision in writing to the PUD Chief Operating and Legal Officer. The basis for the appeal should be clearly stated. The appeal should be mailed or emailed to:

Colin Willenbrock
Chief Operating and Legal Officer
Public Utility District No. 1 of Snohomish County
P.O. Box 1107
Everett, Washington 98206-1107
fcwillenbrock@snopud.com

  • An alternative means of filing the appeal – such as a personal interview or a tape recording – will be made available upon request by the grievant or their representative.
  • Within 30 calendar days of receipt of the appeal, the PUD Chief Operating and Legal Officer or designee will respond in writing or other appropriate accessible format with a final resolution of the complaint.

The above procedures do not deny the right of grievant to file complaints with state or federal agencies or to seek private counsel for complaints alleging discrimination or unaccommodated barriers to access.
