Change Habits. Earn Incentives.

You Don’t Need Smart Tech to Take Part!

SnoPUD’s FlexEnergy pilots will incentivize customers who agree to change their behavior to save energy at times when demand on the grid is at its greatest. Just simple behavior changes. Do the dishes at night. Turn the heat down a few degrees. Charge your EV while you sleep. These pilots are voluntary and open to all PUD customers who meet eligibility requirements.

There are two pilots: FlexTime and FlexPeak. Pick the one that works for you!

  • Enroll in the FlexTime pilot and earn a bill credit for $20 each month from Nov. 2021 through Feb. 2022 for a total of $80
  • In the winter, diminish energy usage in mornings (7 to 10 a.m.) and evenings (5 to 8 p.m.)

The FlexTime pilot will allow customers to earn incentives and save money by using energy when it’s less expensive, including a lower rate on nights, weekends and federal holidays. Customers will operate under a new fixed-rate design year-round that rewards them to use energy at off-peak hours and avoid using energy at on-peak hours. During the winter (November-February), on-peak hours will be billed at a higher rate.

The peak rate will be applied when the PUD’s grid sees high demand during weekday winter mornings 7 to 10 a.m. and evenings 5 to 8 p.m., from November 1 through February 28. There are two winter seasons during the pilot. In all other months, there is a discount and standard (or mid-peak) rate, but no on-peak rate.

What are Time-of-Day rates?

The FlexTime rate plan offers customers a tiered and seasonal rate plan that charges them different rates for electricity based on the time of the day they use it. Customers will receive a 20% discount during nights, weekends and federal holidays, while being charged a peak rate during three-hour periods in the morning (7 to 10 a.m.) and evening (5 to 8 p.m.) on weekdays in the winter (November through February). Discount and peak hours are already defined, making it easy to make little tweaks in your day that add up to big annual savings. After the 20% discount, the nights and weekend rate will be 7.99 cents/kWh and the peak rate will be 21.37 cents/kWh. All other hours will be billed at the PUD’s standard rate of 10.4 cents/kWh.

How can I save money on FlexTime?

You can save money if you can reduce your energy usage during the higher-priced peak periods and shift it to times when the rate is discounted. Consider turning off lights, appliances, TVs and computers. Unplug electronic devices and chargers when they aren’t in use. Delay the start time of your dishes or clothes washer or dryer until after the peak rate period passes.

Customers who own a programmable thermostat can schedule it and adjust the temperature setting to pre-warm their home, allowing them to reduce heating during peak rate period and ride it out in comfort. Customers who own an electric vehicle can schedule their charging to occur during nights and weekends at the discount rate.

On top of that, the PUD guarantees you’ll save money compared to what your bills would have been on our standard residential rate by June 30, 2022. If you don’t, we’ll credit you the difference.

Are there any safeguards for customers who use too much energy during on-peak hours?

Yes, we have a break-even guarantee that eliminates the risk of participating through the first winter. The PUD guarantees you’ll save money compared to what your bills would have been on our standard residential rate by June 30, 2022. If you don’t, we’ll credit you the difference.

Save 10% On Your Energy Rate All Year

Throughout the year, customers signed up for the FlexPeak pilot will save 10% on their energy rate, from 10.4 cents per kilowatt to 9.03 cents per kilowatt. The only time when that rate changes is when the PUD designates an event and alerts pilot participants to a higher peak rate. Events will only take place during winter (Nov.-Feb.) and will never be longer than 4 hours.

Earn incentives and save money:

  • Enroll in the FlexPeak pilot and earn a bill credit for $20 each month from Nov. 2021 through Feb. 2022 for a total of $80
  • Save 10% on your energy rate throughout the year
  • Save money by reducing energy usage during high-priced peak events

The FlexPeak pilot will give customers the opportunity to reduce energy usage and save money during specific times and days the PUD designates. Throughout the year, customers will receive a 10% reduction on their energy rate (.903 cents/kWh) and see monthly savings on their bill.

During winter months (Nov.–Feb.), customers will be alerted to specific events where the energy rate increases to $1/kWh. Customers will be notified of these events one day prior. Events will last no longer than 4 hours per day and will not exceed 15 events per winter season. Customers cannot opt out of FlexPeak events.

How much will a typical PUD customer save?

Throughout the non-winter months (March through Oct.), PUD customers can expect to save 10% on their bill if they keep their energy usage patterns unchanged. That’s on top of four bill credits of $20 each month for the first winter. During the winter, customers will need to shift their energy usage away from the peak events to save money and keep their bill similar to their typical winter bills. Customers who don’t shift their energy usage during the peak events called by the PUD can expect to see a bill 5-20% higher than in past winters.

What’s the catch?

Customers will be billed $1/kWh for up to 4 hours on a single day during peak events. That’s approximately 10 times the standard energy rate (10.4 cents/kWh) that PUD’s residential customers pay. If customers aren’t willing to shift their energy usage during these peak events, they could see much higher bills during the winter months. Customers cannot opt out of a FlexPeak event.

Are there any safeguards for customers who sign up?

Yes, we have a break-even guarantee that eliminates the risk of participating through the first winter. The PUD guarantees you’ll save money compared to what your bills would have been on our standard residential rate by June 30, 2022. If you don’t, we’ll credit you the difference.
