Employee benefits
This is a brief summary of the benefits available to Snohomish County PUD regular, full-time employees. NOTE: It does not provide a detailed description of all benefits. For a more comprehensive look at PUD Employee Benefits, view our Benefits Guide.
Employee Health Benefits Program
Core benefits
Medical
Employees have the flexibility to choose among several medical plan options – a preferred provider organization (PPO) plan and a high-deductible health plan (HDHP) administered by Premera, and a health maintenance organization (HMO) plan administered by Kaiser Permanente.
Dental
Employees may choose from two dental plans: Delta Dental of Washington or Willamette Dental Group.
Long-Term Disability (LTD)
LTD insurance is income protection in the event of disability due to injury or illness sustained either on or off the job. Employees are eligible to receive a monthly benefit of 50% of basic monthly earnings (to a maximum benefit of $10,000 per month) after a 90-calendar day waiting period is met.
Core Term Life Insurance
Employees have 1x base salary, which provides a benefit to their named beneficiary upon their death.
Core Accidental Death & Dismemberment (AD&D)
The PUD provides Core AD&D coverage, based on employees 1x base salary, which provides a benefit to their named beneficiary upon their death or dismemberment as a result of an accident.
Optional benefits
Vision
Employees are eligible for vision insurance provided through EyeMed Vision Care.
Flexible Spending Account (FSA)
There are two types of FSAs available: the Health Care FSA and the Dependent Care FSA. The Health Care FSA allows the use of before-tax dollars to pay for out-of-pocket health care expenses recognized by the Internal Revenue Service (IRS). The Dependent Care FSA allows the use of before-tax dollars to pay for dependent day care expenses as outlined by IRS regulations.
Health Savings Account (HSA)
Employees enrolled in the HDHP may elect to enroll in the HSA plan. Employees make tax deferred contributions into the HSA plan to pay for out-of-pocket health expenses. The HSA account balance rolls over from year to year. The PUD will make a contribution into the HSA as outlined below:

The employee contribution and employer contribution combined total cannot exceed the IRS annual HSA Contribution limit.
Voluntary Accidental Death & Dismemberment (AD&D)
Employees have the option to elect Voluntary AD&D coverage. This benefit provides protection that covers employees and/or their family members members for death or dismemberment as a result of an accident.
Voluntary Term Life (VTL)
Employees, their spouse or state-registered domestic partner (SRDP), and/or dependent children are eligible for VTL coverage. Newly eligible employees will be offered the ability to enroll in VTL coverage up to the Guaranteed Issue (GI) amounts without needing to complete a health questionnaire or tests.
Accident Insurance
Employees, their spouse or state-registered domestic partner (SRDP), and/or dependent children are eligible to enroll in Accident Insurance. This benefit plan provides a cash benefit for covered accidental injury expenses. This insurance is optional and employees pay 100% of the premium.
Critical Illness
Employees, their spouse or state-registered domestic partner (SRDP), and/or dependent children are eligible to enroll in Critical Illness. This benefit plan provides a cash benefit after diagnosis of a covered condition such as a heart attack, stroke, or cancer. Coverage amounts are $10,000, $20,000, $30,000 and $40,000. This insurance is optional and employees pay 100% of the premium.
Hospital Indemnity Insurance
Employees, their spouse or state-registered domestic partner (SRDP), and/or dependent children are eligible to enroll in Hospital Indemnity Insurance. This benefit pays a cash benefit for accident and sickness upon confinement in a hospital, including pregnancy. This insurance is optional and employees pay 100% of the premium.
Additional benefits
Paid Time-Off (PTO)
Employees with a minimum of 80 eligible paid hours in a month accrue PTO on a monthly basis. Below is a sample of PTO benefits:

For years 11-14, employees receive a 1-day anniversary credit and the annual accrual increases 1 day each year (e.g., year 11 has an annual accrual of 26 days plus 1 day anniversary credit, for a total annual accrual of 27 days).
For years 21-25, employees receive 30 days annual PTO and an additional anniversary credit each year.
Extended Sick Leave (ESL)
ESL accrues at 3.34 hours per month through June 30, 2026, balances freeze then and can’t be used for time off (except at retirement). Starting July 1, 2026, eligible paid time off will be through the new SnoLeave Program.
Holidays
The PUD observes 11 paid holidays annually plus one floating holiday (employee-selected, with restrictions).
SnoLeave Program
Effective July 1, 2026, SnoLeave will be the District’s paid family and medical leave program, replacing Washington Paid Family and Medical Leave (WPFML). It provides paid leave for eligible employees experiencing qualifying life events. Benefits are equal to or greater than those offered under WPFML and are administered by Human Resources and paid through our payroll system.
Savings & retirement
The PUD offers two deferred compensation savings plans: a 457 Deferred Compensation Plan and a 401(k) Savings Plan. Employees can contribute on a pre-tax and/or Roth (after-tax) basis. The PUD matches 100% of an employee’s contributed wages to the 401(k) Savings Plan per paycheck, up to 4.0%. The PUD’s matching contribution become vested after three years of employment. Eligible employees are enrolled as members of the Washington State Public Employees’ Retirement System (PERS) administered by the Department of Retirement Systems (DRS) in one of the following plans:

Retirement Health Savings Plan (RHS)
All new eligible employees receive a monthly contribution into a PUD-sponsored RHS Plan, provided they have 1 paid hour in that month. Upon separation or retirement, participants may use their account to get reimbursed for qualified out-of-pocket health-care expenses, including premiums.
Social Security
Snohomish County PUD is not a Social-Security-covered employer; new employees participate in the Medicare portion of Social Security only.
Employee Assistance Program (EAP)
The PUD provides access to an EAP for confidential assessment and referral for various life/job/relationship issues. This program is available without charge to you, your spouse/domestic partner and your household members. This includes dependent children under the age of 26, whether they reside with you or not. Up to five (5) sessions per issue per calendar year. Access is available 24 hours per day, seven days per week.
