Tom DeBoer

Tom DeBoerAssistant General Manager • Generation, Power, Rates & Transmission Management | Email

Tom joined the PUD in May 2016, bringing over 18 years of experience in the electric and natural gas utility industry in the Pacific Northwest. Tom’s areas of responsibility include power scheduling, short-term and long-term resource planning, resource development, power and transmission contracts, rates, energy risk management, load forecasting, and federal energy compliance activities.

Before joining the PUD, Tom was employed at Puget Sound Energy for 12 years where he led various departments, including power and natural gas supply, federal and state rates and regulation, and compliance. Tom also previously worked as an attorney in private practice in Spokane, primarily representing Avista Corporation on a variety of utility issues. Tom holds a juris doctorate degree, magna cum laude, from Gonzaga University School of Law as well as a Bachelor of Arts degree in geology from the University of Montana and a Master of Science degree in geology from Western Washington University. He also served in the U.S. Army as an infantry officer. 

Dean Galvez

Dean GalvezChief Information Officer • Information Technology Services | Email

Dean joined the PUD in February 2006 as the Senior Manager for Applications, bringing 30 years of information technology experience. In October 2017, he was appointed Chief Information Officer, responsible for leading the Information Technology Services division. In this role, he is responsible for the utility's enterprise application systems, program management, cyber security, IT infrastructure, network operations, data management, business intelligence, software development/integration, and IT solution consulting.

Before joining the PUD, Dean worked for the City of Lynnwood as the IT Director. Prior to that, he managed Washington’s Department of Health statewide infrastructure technology department. He began his career with Thurston County as a software developer. He worked his way up through expanded and progressive roles there until becoming the Information Services Manager for Thurston County being responsible for leading and managing all IT services and technology delivery. Dean attended Western Washington University in Bellingham where he graduated with a bachelor of science degree in computer science.

John Haarlow

John HaarlowAssistant General Manager • Distribution & Engineering Services | Email

John joined the PUD in February 2017, bringing nearly 30 years of experience in the electric utility industry. He is responsible for construction, engineering, operations and maintenance of the utility’s transmission, substation and distribution assets. He also oversees fleet, real estate and environmental functions.

Before joining the PUD, John worked for the Public Service Company of New Mexico, serving as both Director of Safety and Transmission and Distribution Engineering and Operations. While there, he successfully led a transformation of the utility’s safety program. John began his career at the Central Illinois Light Company where he was an IBEW journeyman for 10 years. He also worked as Vice President of Power Delivery for the Indianapolis Power and Light Company. John attended University of Illinois and holds a bachelor of arts degree in accounting.

Kristin Hall

Interim General Counsel | Email

Upon the appointment of Anne Spangler as Interim Chief Executive Officer/General Manager in June 2018, Kristin was named the Interim General Counsel of the PUD. Prior to her appointment, she served as an Associate, then Assistant General Counsel at the PUD since 1992. She also served as Interim General Counsel for the PUD in 2002, 2008 and again in 2015. In her role as Interim General Counsel, she advises the Board of Commissioners, the CEO/General Manager and utility staff and manages the Legal and Records and Information Management departments. Kristin’s background prior to her employment at the PUD includes practice as a public finance attorney with Faegre & Benson (now Faegre Bakers Daniels) and prior to that with Foster Pepper LLC. Kristin has a Bachelor of Arts degree in English, magna cum laude, from Carleton College and a juris doctorate, cum laude, from the University of Michigan Law School.

Glenn McPherson

Glenn McPhersonChief Financial Officer • Finance | Email

Glenn was named Chief Financial Officer in June 2018. He was appointed Assistant General Manager, Finance and Treasurer in 1997. He joined the PUD in 1991 as controller and later became senior manager of budget and financial planning. His responsibilities at the PUD include accounting and financial reporting, cash and debt management, risk management, budget and financial planning and procurement and materials management.

Before joining the PUD, Glenn served as controller for Scandia Down Corporation. Prior to that time, he spent nearly eight years serving public and private companies as a senior manager with KPMG Peat Marwick. Glenn holds a bachelor of science degree in business administration with an emphasis in accounting from California State University at Long Beach. He is a certified public accountant.

Jim West

Jim WestAssistant General Manager • Customer & Energy Services | Email

Jim joined the PUD in February 2009 and is responsible for customer service, energy-efficiency efforts and business services.

Prior to joining the PUD, Jim was Director of Product Management at CURRENT Group, LLC, a smart grid solutions provider based in Washington, D.C. Previously, he spent 29 years at the Tennessee Valley Authority, serving in a variety of roles relating to multiple aspects of energy efficiency and renewable energy. Jim also held management positions in human resources and in research and development, where he managed the Tennessee Valley Authority’s technology planning process. Jim holds an MBA and a bachelor of science degree in Economics from the University of Tennessee.

Brant Wood

Brant WoodAssistant General Manager • Water Utility | Email

Brant started at the PUD in January 1992 as an Associate Engineer in the Water Utility. Prior to that, he worked several summers and breaks as a Summer Engineering Student for the PUD while still in college. He has designed, permitted, and managed the construction of numerous water main replacement and extension projects, water reservoirs, pump stations, the Water SCADA (Supervisory Control and Data Acquisition) system, and most recently the PUD’s newest water treatment plant in Lake Stevens. Brant has led the Water Engineering group since 2000 and added the management of the Water Operations and Maintenance group in 2004. In 2014, Brant was asked to take on the overall management of the Water Utility for the PUD. He was named Assistant General Manager of the Water Utility in November 2016.

Brant holds a B.S. in Mechanical Engineering from the University of Washington. He is a licensed professional Civil Engineer and holds certification as a Water Distribution Manager 4, Cross Connection Control Specialist, and Water Treatment Plant Operator in the State of Washington. He is currently the chair of both the North Snohomish County Water Utility Coordinating Committee and Snohomish Health District’s Public Health Advisory Council.

Jessica Matlock

Jessica MatlockDirector, Government & External Affairs, Strategic Accounts and New Energy Initiatives | Email

Jessica joined Snohomish County PUD in August 2006 as the Director of Government & External Affairs. Jessica also leads the PUD’s efforts to develop and operate solar energy, electrification of transportation, and demand response programs. She previously worked as an energy and natural resources fellow for U.S. Senator Larry E. Craig (Idaho). Prior to that, she held a number of positions with the Bonneville Power Administration, including that of power marketing specialist (in Washington, DC), constituent account executive for the State of Idaho, and fish and wildlife project manager. Jessica serves and has served on various boards/Councils related to hydropower, energy efficiency/conservation, cybersecurity, and fish and wildlife.

Jessica holds an MPA from Portland State University and a bachelor's of science degree in chemical oceanography from the University of Washington. She also served in the United States Coast Guard.

Kristi Treckeme

Kristi TreckemeDirector, Employee Resources | Email

Kristi joined the PUD in 1984 and was appointed Director of Employee Resources in 2015. She has held a variety of positions in human resources including assignments in Labor Relations, Compensation, Benefits and HRIS, for 17 years as a Sr. Employee Resources Consultant. Altogether, she has over 30 years’ human resources and management experience. She holds a bachelor’s degree in business from Central Washington University and is a graduate of the University of Michigan’s Strategic Collective Bargaining Program.

Julee Cunningham

Julee CunninghamDirector, Communications, Marketing & Business Readiness | Email

Julee has worked at the PUD since 1988. She and her team are responsible for customer and employee communications, business readiness, marketing, graphic design, social media, video production, website, mail and printing services, media relations, public relations and education outreach. The work the team produces has received recognition from many groups, including the Northwest Public Power Association (NWPPA), American Public Power Association (APPA) and two prestigious Gold Quill awards from the International Association of Business Communicators (IABC). 

Prior to joining the utility, Julee worked as a regional advertising director for Longs Drugs. She holds a bachelor's degree in journalism from the University of Nevada-Reno and a master's degree in organizational psychology from Antioch University.
