Pam Baley

Pam BaleyAssistant General Manager • Customer & Energy Services | Email

Pam was appointed Interim Assistant General Manager for Customer and Energy Services in May 2019 and accepted the permanent position in July 2019. She leads the PUD’s efforts to develop and operate solar energy, electrification of transportation, and demand response programs. She is also responsible for PUD’s customer service operations, including call center, frontline, account management, collections and low income programs for commercial and residential customers.  

Pam joined the utility in 2013 as a Senior Manager of Customer Experience with more than 20 years of executive and operational leadership experience, working in London and the US for the banking and telecommunication industries, where she oversaw approximately 3,000 employees and was responsible for a $235 million budget.  

Pam is passionate for ensuring employees are safe and have the tools to provide our customers with great customer service. She believes employee, customer and community engagement are the cornerstone to increasing and improving our overall customer experience and programs.

Melissa Collins

Melissa CollinsDirector • Commission & Executive Services | Email

Melissa formerly worked for the City of Stanwood in the role of City Clerk; the Skagit County Commissioners Office; and the Skagit County Superior Court Clerk’s Office. In her current capacity, she reports to the CEO/GM and oversees the day‑to‑day operations of the Office of the Commission. Melissa supports the Commissioners and supervises the Deputy Clerks of the Board. In addition, her responsibilities include the oversight and conduct of Commission meetings, agenda planning, packet materials, resolutions, and minutes; compliance with RCW and PUD policies; maintenance of Governance policies and official Commission records; budget planning and development; department automation; records management; records disposition and retention schedules; public records disclosure; customer inquiries and issues; research; planning and development; staff training and education; and administration of the Commission website.

Melissa is a member of the International Institute of Municipal Clerks (IIMC) and the Washington Municipal Clerks Association (WMCA). Melissa was appointed to the WMCA Executive Board in March 2017 for a three-year term. Melissa earned her Municipal Clerks Certification from IIMC in June 2010 and completed her Master Municipal Clerk Certification in May 2016.

Julee Cunningham

Julee CunninghamDirector • Communications, Marketing & Business Readiness | Email

Julee has worked at the PUD since 1988. She and her team are responsible for customer and employee communications, business readiness, marketing, graphic design, social media, video production, website, mail and printing services, media relations, public relations and education outreach. The work the team produces has received recognition from many groups, including the Northwest Public Power Association (NWPPA), American Public Power Association (APPA) and two prestigious Gold Quill awards from the International Association of Business Communicators (IABC). 

Prior to joining the utility, Julee worked as a regional advertising director for Longs Drugs. She holds a bachelor's degree in journalism from the University of Nevada-Reno and a master's degree in organizational psychology from Antioch University.

Tom DeBoer

Tom DeBoerAssistant General Manager • Generation, Power, Rates & Transmission Management | Email

Tom joined the PUD in May 2016, bringing over 18 years of experience in the electric and natural gas utility industry in the Pacific Northwest. Tom’s areas of responsibility include power scheduling, short-term and long-term resource planning, resource development, power and transmission contracts, rates, energy risk management, load forecasting, and federal energy compliance activities.

Before joining the PUD, Tom was employed at Puget Sound Energy for 12 years where he led various departments, including power and natural gas supply, federal and state rates and regulation, and compliance. Tom also previously worked as an attorney in private practice in Spokane, primarily representing Avista Corporation on a variety of utility issues. Tom holds a juris doctorate degree, magna cum laude, from Gonzaga University School of Law as well as a Bachelor of Arts degree in geology from the University of Montana and a Master of Science degree in geology from Western Washington University. He also served in the U.S. Army as an infantry officer. 

Dean Galvez

Dean GalvezChief Information Officer • Information Technology Services | Email

Dean joined the PUD in February 2006 as the Senior Manager for Applications, bringing 30 years of information technology experience. In October 2017, he was appointed Chief Information Officer, responsible for leading the Information Technology Services division. In this role, he is responsible for the utility's enterprise application systems, program management, cyber security, IT infrastructure, network operations, data management, business intelligence, software development/integration, and IT solution consulting.

Before joining the PUD, Dean worked for the City of Lynnwood as the IT Director. Prior to that, he managed Washington’s Department of Health statewide infrastructure technology department. He began his career with Thurston County as a software developer. He worked his way up through expanded and progressive roles there until becoming the Information Services Manager for Thurston County being responsible for leading and managing all IT services and technology delivery. Dean attended Western Washington University in Bellingham where he graduated with a bachelor of science degree in computer science.

Kim Johnston

Kim JohnstonDirector • Government & External Affairs | Email

Native Washingtonian Kim Johnston joined the PUD in June 2019 as the director of government and external affairs. 

Kim has been at the nexus of federal policy and politics for nearly 15 years. She brings an expertise in legislative, advocacy, communications and campaign management. 

Most recently, Kim served as chief of staff for Representative Rick Larsen, who represents Snohomish and Island County. In this role, she was the top political and policy advisor to the congressman, who serves as the chairman of the House Transportation and Infrastructure Aviation Subcommittee. She has over a decade of experience developing and implementing legislative strategies and communication plans in Congress. 

Throughout her career, Kim has focused on serving the people of northwest Washington to ensure continued economic growth and prosperity. 

Kim graduated from Western Washington University. She returns to her roots in Washington state with her husband Andrew Lisi.

Allison Jubb

Allison JubbDirector • Employee Resources | Email

Allison joins the PUD with more than 20 years of experience in human resources leadership, including a decade as Human Resources Manager at Benton County PUD. Most recently, Allison was Human Resources Director for the City of Richland, where she oversaw nearly 600 employees and a $1 million budget.

With the City of Richland and Benton PUD, Allison acted as the lead negotiator for 14 Collective Bargaining Agreements with unions and guilds, including IBEW, and was lead facilitator in numerous IBEW committees for single- and multi-agency initiatives. Before arriving at Benton PUD, Allison worked as Human Resources managers for Canam Steel, Inc., and Honeywell, Inc.

Allison has a Bachelor of Arts in Public Relations and a Masters in Organizational Leadership from Gonzaga University. She also has certifications in Lean Business Processes from the University of Michigan and as a Targeted Selection Facilitator from Developmental Dimensions International (DDI).

Guy Payne

Guy PayneAssistant General Manager • Distribution & Engineering Services | Email

Guy joined the PUD in March 2019 as Assistant General Manager of Distribution & Engineering Services. He holds an AB Degree from New Mexico State University and has 25 years of safety, operational, and leadership experience in the electrical utility industry. Most recently he served as Area Manager of Southern New Mexico Operations for Public Service Company of New Mexico (PNM), overseeing operational and engineering employees in four service centers that distributed power to six separate towns across southern NM.

As Assistant General Manager of Distribution & Engineering Services, Guy oversees more than 500 employees at the PUD’s Operations Center and five local offices in Lynnwood, Snohomish, Monroe, Arlington and Stanwood. Guy is passionate about safety and leadership, and his main job duties include safety of PUD workers and the community, improving the PUD reliability, and managing capital, operations, and maintenance projects.

Anne Spangler

Anne SpanglerGeneral Counsel • Legal Services | Email

Anne joined the PUD in 2008 after serving four years as the Chief Assistant City Attorney for Tacoma Public Utilities. Her background includes practice with the Office of the Attorney General, representing the State Department of Transportation, and with the City of Seattle as a land-use litigation attorney.

Anne has a Bachelor of Arts degree in anthropology from Reed College, a juris doctorate, cum laude, from the University of California, Hastings College of the Law, and a utility management program certificate from Willamette University’s Atkinson Graduate School of Management. She is a member of the Washington State Bar Association and the Energy Bar Association, a Washington, D.C. based organization of legal professionals in the energy industry.

Brant Wood

Brant WoodAssistant General Manager • Water Utility | Email

Brant started at the PUD in January 1992 as an Associate Engineer in the Water Utility. Prior to that, he worked several summers and breaks as a Summer Engineering Student for the PUD while still in college. He has designed, permitted, and managed the construction of numerous water main replacement and extension projects, water reservoirs, pump stations, the Water SCADA (Supervisory Control and Data Acquisition) system, and most recently the PUD’s newest water treatment plant in Lake Stevens. Brant has led the Water Engineering group since 2000 and added the management of the Water Operations and Maintenance group in 2004. In 2014, Brant was asked to take on the overall management of the Water Utility for the PUD. He was named Assistant General Manager of the Water Utility in November 2016.

Brant holds a B.S. in Mechanical Engineering from the University of Washington. He is a licensed professional Civil Engineer and holds certification as a Water Distribution Manager 4, Cross Connection Control Specialist, and Water Treatment Plant Operator in the State of Washington. He is currently the chair of both the North Snohomish County Water Utility Coordinating Committee and Snohomish Health District’s Public Health Advisory Council.
