Electric rates

Residential rates

For electric service to your home, the rate is the total of:

  • 10.263 cents per kilowatt-hour, and
  • A base charge between 36 cents and $1.37 a day, depending on electric panel size (see rate schedule 7 in the electric rate book for complete details).

Your billing rate is discounted by the BPA Residential Exchange Credit of $0.000064 per kilowatt-hour.

Small & mid-size business rates

Businesses that consume less than 30,000 kWh per month and whose maximum electricity consumption does not exceed 100 kW are classified as small & medium businesses. Examples include restaurants, convenience stores, and other retail spaces smaller than a grocery store.

The rate for small & medium businesses is greater of:

  • 92 cents per day (base charge) and 9.00 cents per kilowatt-hour; or
  • $1.10 per day (base charge) plus 1.707 cents per kW per day for all connected load in excess of 10 kW

Large business rates

Businesses that consume more than 30,000 kWh per month or whose electricity consumption exceeds 100 kW are classified as large businesses. Examples include grocery stores, hotels, and customers with energy-intensive industrial processes.

The large business rate is the greater of:

  • $2.10 per day (base charge), plus
    • 9.00 cents per kilowatt-hour up to 30,000 kWh; and
    • July-March: 8.012 cents per kilowatt-hour for all additional kWh
    • April-June: 6.012 cents per kilowatt-hour for all additional kWh; and
    • $7.16 per kW of maximum consumption in excess of 100 kW
  • OR $2.27 per day plus 1.707 cents per kW per day for all connected load in excess of 10 kW

Largest business rates

Businesses that own their own transformers and whose maximum electricity consumption exceeds 5 megawatts. Only 6 customers in Snohomish County currently qualify for this rate schedule. These customers include large, energy-intensive industries and multi-building campuses employing hundreds of people.

Existing customers or new customers whose annual consumption does not grow by 87,600 megawatt-hours in any 12-month period will pay:

  • 6.35 cents per kWh plus
  • $5.46 per kW of maximum consumption (demand charge)

New customers whose annual consumption grows by 87,600 megawatt-hours and are defined as New Large Single Loads. See Schedule 37 for additional details

Special continuous service rates

For cable television amplifiers, air traffic warning lights, and other applications where metering is deemed impractical by the PUD, the rate is:

  • 48 cents per day (customer charge), plus
  • 9.00 cents per kilowatt-hour

“Time-of-Day” pilot program

This pilot program is aimed at shifting peak electric loads for selected Schedule 36, 20, and 25 customers by invitation and expires 12/31/24. The pilot’s goal is primarily to assess the costs and benefits of peak load shifting for the PUD and participating commercial and industrial customers, as well as gather data that assists in advanced analytics. “Net Billing” pilot program

This pilot can assist solar customers of >100 kW and <200 kW to be paid for generation sent to the PUD grid.

  • Appropriate for customers with aspirations for net-zero consumption with periods of the year where their generation exceeds their needs
  • Prices are seasonal and updated annually for the upcoming year

The PUD seeks to learn more about how the net billing model works in practice, support forward-looking, community-based solutions, and provide a fair payback mechanism for customers aiming to install distributed generation at their own site.
