Joe joined the PUD in March 2011 as Assistant General Counsel. He was appointed Interim Assistant General Manager of Power, Rates, and Transmission Management in August 2015. His areas of responsibility include power scheduling, short-term and long-term resource planning, resource development, power and transmission contracts, rates, energy risk management, load forecasting, and NERC compliance–coordination activities.
Joe began his energy career as Attorney-Advisor with the Federal Energy Regulatory Commission in Washington, D.C. Subsequently, he was an attorney in private practice representing investor-owned utilities and electric cooperatives and their affiliates. Joe has a bachelor of arts degree in political science, with honor, from DePaul University and a juris doctorate from the Catholic University of America Columbus School of Law.
