Benjamin Beberness

Benjamin BebernessChief Information Officer • Information Technology Services | Email

Benjamin joined the PUD in February 2011 to lead the Information Technology division. He is responsible for the utility's customer database, customer and service software applications, program management, networking, corporate computer software/hardware, data management and business intelligence.

Benjamin worked for Lockheed at NASA Johnson Space Center and developed software for the NASA Space Station and developed real-time data acquisition systems for NASA medical researchers. He also worked for Deloitte & Touche Consulting Group / DRT Systems. He later became the Director of Applications for PacifiCorp in Portland. Benjamin attended Portland State University where he graduated with a bachelor of science degree in computer science.

Tom DeBoer

Tom deBoerAssistant General Manager • Generation, Power, Rates & Transmission Management | Email

Tom joined the PUD in May 2016, bringing over 18 years of experience in the electric and natural gas utility industry in the Pacific Northwest. Tom’s areas of responsibility include power scheduling, short-term and long-term resource planning, resource development, power and transmission contracts, rates, energy risk management, load forecasting, and federal energy compliance activities.

Before joining the PUD, Tom was employed at Puget Sound Energy for 12 years where he led various departments, including power and natural gas supply, federal and state rates and regulation, and compliance. Tom also previously worked as an attorney in private practice in Spokane, primarily representing Avista Corporation on a variety of utility issues. Tom holds a juris doctorate degree, magna cum laude, from Gonzaga University School of Law as well as a Bachelor of Arts degree in geology from the University of Montana and a Master of Science degree in geology from Western Washington University. He also served in the U.S. Army as an infantry officer. 

Glenn McPherson

Glenn McPhersonTreasurer & Assistant General Manager • Finance | Email

Glenn has served the PUD for 20 years and was appointed Assistant General Manager, Finance and Treasurer in 1997. He joined the PUD in 1991 as controller and later became senior manager of budget and financial planning. His responsibilities at the PUD include accounting and financial reporting, cash and debt management, risk management, budget and financial planning and procurement and materials management.

Before joining the PUD, Glenn served as controller for Scandia Down Corporation. Prior to that time, he spent nearly eight years serving public and private companies as a senior manager with KPMG Peat Marwick. Glenn holds a bachelor of science degree in business administration with an emphasis in accounting from California State University at Long Beach. He is a certified public accountant.

Mark Oens

Mark OensInterim Assistant General Manager • Distribution & Engineering Services | Email

Mark originally joined the PUD in 1995. He oversees planning engineering technical services, safety, regional design and construction services, shared services, distribution construction, substations, metering and telecommunications. Mark has over 20 years of utility experience in customer engineering, distribution engineering, system planning and system protection. 

Mark worked for Pacific Northwest Laboratories (Battelle), Johnson Controls and Puget Sound Energy and served in the U.S. Air Force before joining the PUD. 

Mark received his Bachelor of Science degree in Electrical Engineering from Washington State University in 1992. He is a member of IEEE and a registered professional engineer in the state of Washington.

Anne Spangler

Anne SpanglerGeneral Counsel • Legal Services | Email

Anne has served as General Counsel since May 2008. She advises the Board of Commissioners, General Manager and staff, and manages the Legal and Records and Information Management Departments. Anne has a bachelor of arts degree in anthropology from Reed College, a juris doctorate, cum laude, from the University of California, Hastings College of the Law, and a utility management program certificate from Willamette University’s Atkinson Graduate School of Management.

Anne’s background includes practice with the Office of the Attorney General, representing the State Department of Transportation, with the City of Seattle as a land-use litigation attorney, and with the City of Tacoma, first as advisor to the City’s wastewater, surface water and solid waste utilities, and later as chief counsel to the City of Tacoma’s power, water and railroad utilities. She has also been active in the Washington State Bar Association’s Environmental and Land Use Section.

Jim West

Jim WestAssistant General Manager • Customer & Energy Services | Email

Jim joined the PUD in February 2009 and is responsible for customer service, energy-efficiency efforts and business services.

Prior to joining the PUD, Jim was Director of Product Management at CURRENT Group, LLC, a smart grid solutions provider based in Washington, D.C. Previously, he spent 29 years at the Tennessee Valley Authority, serving in a variety of roles relating to multiple aspects of energy efficiency and renewable energy. Jim also held management positions in human resources and in research and development, where he managed the Tennessee Valley Authority’s technology planning process. Jim holds an MBA and a bachelor of science degree in Economics from the University of Tennessee.

Brant Wood

Brant WoodAssistant General Manager • Water Utility | Email

Brant started at the PUD in January 1992 as an Associate Engineer in the Water Utility. Prior to that, he worked several summers and breaks as a Summer Engineering Student for the PUD while still in college. He has designed, permitted, and managed the construction of numerous water main replacement and extension projects, water reservoirs, pump stations, the Water SCADA (Supervisory Control and Data Acquisition) system, and most recently the PUD’s newest water treatment plant in Lake Stevens. Brant has led the Water Engineering group since 2000 and added the management of the Water Operations and Maintenance group in 2004. In 2014, Brant was asked to take on the overall management of the Water Utility for the PUD. He was named Assistant General Manager of the Water Utility in November 2016.

Brant holds a B.S. in Mechanical Engineering from the University of Washington. He is a licensed professional Civil Engineer and holds certification as a Water Distribution Manager 4, Cross Connection Control Specialist, and Water Treatment Plant Operator in the State of Washington. He is currently the chair of both the North Snohomish County Water Utility Coordinating Committee and Snohomish Health District’s Public Health Advisory Council.

Jessica Matlock

Jessica MatlockGovernment Relations Director | Email

Jessica joined Snohomish County PUD in August 2006. Now Government Relations Director, Jessica previously worked as an energy and natural resources fellow for U.S. Senator Larry E. Craig (Idaho). Prior to that, she held a number of government relations positions with the Bonneville Power Administration, including that of power marketing specialist (in Washington, DC), constituent account executive for the State of Idaho, and fish and wildlife project manager. She also previously served as a city planner for the City of Portland, Oregon. Jessica serves in various leadership roles at the National Hydropower Association and Large Public Power Council and is an Advisory Board Member of the Bipartisan Policy Council's Cyber Security Initiative.

Jessica holds an MPA from Portland State University and a bachelor's of science degree in chemical oceanography from the University of Washington. She also served in the United States Coast Guard.

Kristi Treckeme

Kristi TreckemeEmployee Resources Director | Email

Kristi joined the PUD in 1984 and has held a variety of positions in human resources including assignments in Labor Relations, Compensation, Benefits and HRIS, for the last 17 years as a Sr. Employee Resources Consultant. Altogether, she has over 30 years’ human resources and management experience. She holds a bachelor’s degree in business from Central Washington University and is a graduate of the University of Michigan’s Strategic Collective Bargaining Program.

Julee Cunningham

Julee CunninghamCommunications, Marketing & Business Readiness Director | Email

Julee has worked at the PUD since 1988. She and her team are responsible for customer and employee communications, business readiness, marketing, graphic design, social media, video production, website, mail and printing services, media relations, public relations and education outreach. The work the team produces has received recognition from many groups, including the Northwest Public Power Association (NWPPA), American Public Power Association (APPA) and two prestigious Gold Quill awards from the International Association of Business Communicators (IABC). 

Prior to joining the utility, Julee worked as a regional advertising director for Longs Drugs. She holds a bachelor's degree in journalism from the University of Nevada-Reno and a master's degree in organizational psychology from Antioch University.

Garth Williams

Garth WilliamsEnterprise Resource Planning Program Executive | Email

In November 2012, Garth Williams was selected to lead the Enterprise Resource Planning and Implementation initiative, which involves integrating the many varied business lines into one corporate-wide system with common processes. Garth is a veteran at the PUD, having joined the company in 1979 as an Associate Engineer in Distribution Engineering. He has worked in various departments, including Distribution & Transmission Engineering, Facilities, Energy Efficiency and Executive Accounts. His most recent position was Senior Manager of Business Services, where he was responsible for enhancing relationships with key business customers by leveraging the relationships with internal business leaders.
